Fortaleza’s Municipal Plan for the Development of Science, Technology, and Innovation was developed in 2019. It establishes strategies and guidelines designed to stimulate creative energy, diffuse scientific knowledge, and develop technologies in order to address urban problems and increase resident well-being. Mayor Cláudio works directly with a technical team to launch pilot projects grounded in data, which aim to stimulate public-private cooperation, promote economic freedom and quality of life for residents, and increase efficiency in service delivery by the Fortaleza government.
Along with 50% of cities surveyed, Fortaleza has an explicit innovation strategy. Similar to more than half of cities surveyed, Fortaleza approaches innovation capacity both from a holistic/macro level, as well as in specific policy areas.
Digital Governance: The Fortaleza 2040 Masterplan, collaboratively elaborated with the population, provides information about the implemented and planned actions throughout the city through an online interactive Collaborative Map. The city also simplifies and digitalizes administrative procedures for various services such as issuing licenses, documents, or authorizations/permits of urban and environmental nature.
Social inclusion and equity: Fortaleza Digital project offers Wi-Fi internet access in several public spaces throughout the city. The city also offers professional qualification via an online learning platform.
The Science, Technology and Innovation Foundation of Fortaleza (CITINOVA) is made up of a multidisciplinary team of 40 staff.

Digitalization of processes/services is also one of Fortaleza's most common innovation activities.
Like 81% of cities surveyed, Fortaleza has dedicated funding to support innovation capacity.
Similar to 61% of participating cities in the 2020 survey, Fortaleza's funding for innovation capacity is also directed towards training staff and building capacity*.
*"Training staff and building capacity" is not an option in the 2018 survey, while "Launching or sustaining a project" is not an option in the 2020 survey.
Fortaleza has developed partnerships to promote innovation capacity with other public agencies, private firms, and not-for-profit organizations.
To improve data use, the city has also developed data partnerships with private philanthropy, academia and think tanks to collect and analyze data, as well as with other cities.
